It is hereby declared to be the policy of the City of Moundridge to eliminate through a program of replacement all customer-owned bare steel natural gas service lines, yard lines and below ground entrances to homes and businesses.

Any customer-owned bare steel natural gas yard line, any bare steel / anode protected natural gas yard line riser connected to either end of any polyethylene pipe yard line, or yard lines running under permanent enclosed structures shall be removed and replaced. In case of below ground entrances into the home or business, the entrance of such service into the home or business shall be moved above ground and above the foundation. Removal and replacement to eliminate the non-compliant piping or entrance shall be required at such time as the title to any residential or business property shall be transferred; provided, however, when necessary to protect the safety of persons or property, or for other compelling reason, such non-compliant piping or entrance may be ordered removed and replaced at any time. This work must be done by a private yard line installer and any contractor or person that will be installing any new or replaced natural gas yard lines on the City of Moundridge natural gas system, must be qualified to install Polyethylene Heat Fusion in accordance to the ASTM D2513 standard, and shall sign, and be in compliance with the natural gas private yard line installation, maintenance and inspection policy prior to any private yard line installation.

The property owner or utility customer shall be responsible for the costs of such removal and replacement required by the foregoing Section and the subsequent maintenance thereof.

The City of Moundridge may take such steps as are necessary to compel the removal and replacement required by this article, including but not limited to the suspending of gas utility service.

Nothing in this article shall prevent any property owner or utility customer from removing and replacing such non-compliant piping and entrance at any time.

Building or Construction Codes shall be amended where appropriate to show the requirements of this article. Copies of this article shall be attached to said Codes and be filed with the City Clerk and be open to inspection and available to the public at all reasonable hours.
