Any person who shall allow any cat to remain habitually, or to lodge, or to be fed within his home, business premises, yard, enclosure or place, shall be deemed to be keeping or harboring said cat within the meaning of this article.

All cats over six months of age within the corporate limits of the City of Moundridge shall be vaccinated or inoculated with a recognized antirabies vaccine and the owner, keeper or harborer of any cat shall cause such vaccinations to be repeated with such frequency as may be necessary to maintain the effectiveness of such inoculation at all times.

The owner, keeper or harborer of any cat that has been vaccinated shall place a collar on said cat and attach to said collar a vaccination tag indicating the date of the most recent vaccination. It shall be presumed that any cat wearing no vaccination tag or an obsolete tag does not have a currently effective vaccination and is therefore in violation of this article.

Any cat without a current vaccination tag attached to its collar may be impounded by any police officer or animal control officer. Any officer of the city may enter upon the premises of the owner or harborer for the purpose of taking up unvaccinated cats. Impounded cats may be delivered to the McPherson County Humane Society or disposed of by any other legal means. Any cat that has been impounded may be released to the owner thereof if it is claimed before it is otherwise disposed of and the owner provides acceptable assurance of vaccination and pays   a pickup charge of $10.00 per cat.
