There is hereby created a Park board for the City of Moundridge, Kansas which shall have such members, organization and duties as set forth in this article.

Membership of the Moundridge Park Board shall consist of five residents of the City appointed by the City Governing Body. Members of the Board shall serve without compensation.

The Governing Body shall initially appoint three (3) Board Members for terms of two (2) years each and two (2) Board Members for terms of one (1) year each. Thereafter the Board Members shall be appointed for terms of two (2) years each. In the event of the death, resignation or other disqualification of any member, his or her successor shall be appointed to fill on the unexpired term caused by such vacancy. Any member of said Board may be removed by the Governing Body for the same cause as any appointive officer.

Any member of said Board may be removed from office by the City Governing Body after due notice and hearing for nonattendance at three consecutive meetings, or for absences of more than fifty percent of the meetings held during any twelve months' period of time. A meeting cancelled for lack of a quorum is considered a meeting for purposes of recording attendance. The secretary will provide written notice to the non-attending Board Members and the Mayor. A vacancy shall be declared unless the Board Member requests a hearing before the Governing Body within ten (10) days after notice is provided.

The Park Board shall be an advisory body and shall counsel the governing body relative to park and recreation activities of the City.

The Board shall meet at least once each month. Regular meetings of the Board shall be held on the same weekday each month at 7:00 p.m. or at any other time designated at the previous meeting by the Board. When the date of a regular meeting comes on a legal holiday, the Chairperson of the Board shall designate the date of the next regular meeting.

The Park Board shall choose its own officers and conduct its business under bylaws or a similar framework approved by the Governing Body and which may, from time to time, be amended by the Governing Body and shall have such duties and authority as may be granted by the Governing Body. A quorum consisting of three of the voting members must be present at all meetings for the official conduct of business.

The park board shall review and study the operation, maintenance, improvements and expansion of all park land and recreation facilities in the city and make recommendations to the governing body of the city concerning the same. The park board shall develop and recommend to the governing body a long-range plan for the future development of city parks and other recreation facilities and participate in all discussions on modification of the park and recreation element of the city's comprehensive plan. The park board shall have such other duties relative to parks and recreation and park lands as may be assigned from lime-to time by the governing body.
